Eleonor Duhs is a partner in Marks & Clerk's AI & Cyber Security legal advisory practice. She is a barrister and the Head of Data & Privacy. Eleonor advises on all aspects of data protection law including data protection aspects of AI, personal data breaches, international data transfers, data protection impact assessments, data sharing, data subject rights requests and anonymisation.
Eleonor is an internationally recognised expert in the field of data protection law. She was the UK government’s lead lawyer in the negotiations on the GDPR.
Before joining Marks & Clerk Eleonor led a data & privacy practice in a law firm in the City of London. She was previously a Director in a first-tier European privacy practice, headquartered in London. Eleonor was a senior UK government lawyer prior to moving into private practice. In addition to negotiating the GDPR, she advised on EU and international law at the Foreign and Commonwealth Office. She also led on the core provisions of the European Union (Withdrawal) Act 2018 in the Department for Exiting the European Union as well as aspects of the EU-UK Withdrawal Agreement, and the Framework for the Future EU-UK relationship.
Eleonor has given evidence to the UK Parliament on data protection, the UK’s post-Brexit legal frameworks and the relationship between Brexit and data protection law.
She is frequently invited to speak at international conferences and to comment on data protection and the UK’s post-Brexit legal frameworks in the national media. She is currently co-authoring a second edition of her well-received book on Brexit: Retained EU Law: a Practical Guide and a book on AI regulation. She is a member of the Executive Board of the International Data Law Forum.
